The issue is not so much the movement running at 21,600 bph,
but the movement not running at the proper 28,800 bph.
Most newer timing machines read the rate of the watch and then assume
the beat rate base on the rate read. If the watch is running abnormally
slow, the machine may assume the watch is a 21,600 bph movement running
fast, instead of a 28,800 bph movement running slow. (from Lysanderxiii)
Sorry Don, that sucks in a new watch. I'm sure, with 2 watchmakers looking at it, that you are certain that its a 2824-2 and not some other movement of that diameter?
