is it new old stock? packaging looks old and the strap has a nice vintage feel to it! great find!

Yep. Legitimate NOS from sometime in the 1960s...I was very fortunate to find a Taobao seller who'd unearthed some of these, and they're next to impossible to find--I looked for a year. I bought 5 of them, and received a very nice and very similar but gold buckled ZuanShi (Diamond) NOS strap as a gift from the seller.
